
Project | South Ukrainian Transplantology Center
The project of the South Ukrainian Transplantology Center construction in the city of Kherson is the first example of a private-state partnership in the medical sphere with considerable international investments. The implementation of the project will contribute to the development of quality and affordable medicine in the south of Ukraine, the introduction of modern methods of diagnosis and treatment, and the creation of an educational, medical, and scientific center.
Development of transplantology sphere in Ukraine
Within the framework of medical reform and the overall development of the medical sector in Ukraine, the Ministry of Health is implementing a number of measures for transplantation sphere improvement in Ukraine.
In particular, a Pilot Project is currently being implemented to change the mechanism of financial support for surgical treatment of organ transplantation and other anatomical materials. Under this project, medical institutions receive full payment for transplantation services and tariffs for these services. All medical transplant services are covered by the state budget.
The implementation of this project allows increasing the number of transplant facilities in Ukraine. Also, it contributes to creating professional transplant teams in the regions.
In addition, the financing and development of transplantation in Ukraine are regulated by the Law of Ukraine “Fundamentals of the legislation of Ukraine on health care” and the Law of Ukraine “On the transplantation of anatomical materials to humans”.
A separate work group has also been set up, which is currently working on two draft laws from the Ministry of Health, aimed at expanding the capacity for transplant operations and making all processes clear.
The first is a draft law “On approval of the regulation on the regulation of transplant coordinators”, which clearly defines criteria and procedures for including persons who need a transplant in the waiting list for surgery. The second is the draft law “Some issues of the organization of posthumous donation”, which regulates the interaction of all participants in the transplantation process.
Approval of funding for the transplant industry and the creation of a legal framework ensures its stable development. Nowadays, there are already successful examples of implementation of these measures.
Such an example is the modern Transplantology Center at the Clinical Municipal Communal Emergency Hospital in Lviv, which is part of the Pilot Project of the Ministry of Health for Transplantology.
The hospital received a transplant license on February 27, 2020. And on February 29, 2020, the first kidney transplant operation was performed at the hospital. In just one year, the largest number of post-mortem transplants in Ukraine was performed at the Clinical Municipal Communal Emergency Hospital.
South Ukrainian Center for Transplantology
The project envisages the construction of the South Ukrainian Center for Transplantology in the city of Kherson in the format of a university medical clinic with a campus, a hotel, and educational and medical departments. This is the first public-private partnership project in the medical field.
The initiators of the project are the Heart Institute of the Ministry of Health of Ukraine (Borуs Todurov), Kherson City Council (Mayor Igor Kolykhaev), Kherson State Regional Administration and Kherson Regional Council (Serhiy Kozyr and Oleksandr Samoilenko) and the Ministry of Health as the owner of the Georgievsky Crimean State Medical University.
The project will create a modern medical center in southern Ukraine to save the lives of residents of Kherson, Kherson region, and other southern regions and residents of the temporarily occupied territories of Crimea.
To implement this project, there was selected an area near the key object of the “Great construction” program initiated by President of Ukraine Volodymyr Zelensky. The project will be in proximity to the bridge crossing “Tavriyskyi” in Kherson, which will be the largest interchange in Kherson and provide direct access to the airport, railway, and automobile stations, and international highways M-14 and M-17.
Objectives of the project
The project aims to develop the medical sphere and improve the level of medical care in the south of Ukraine. Moreover, the project provides for the organization of professional training, and advanced training of medical workers. It also aims at the development of the scientific potential of the region and the introduction of innovations in medical practice.
The objectives of the project are the construction of a medical campus as part of a multidisciplinary clinic equipped with modern medical equipment. Also, the project covers the construction of a research center, technical facilities, and the infrastructure development of the medical complex.
Project implementation results
As a result of the project implementation, the medical care for the population is expected to improve. Also, the creation of a new higher medical educational institution based on a license from the Crimean University will create conditions for the training of medical workers of all specialties for the city and the region.
Moreover, there will be implemented a joint initiative of the Ministry of Economic Development, Trade and Agriculture and the World Bank to establish a pilot public-private partnership project in the medical field with significant international investment.
Also, the project will promote the development of quality and affordable medical care in southern Ukraine, the introduction of new methods of diagnosis and treatment, and the creation of a single educational, medical, and scientific space that will increase the number of highly qualified medical personnel.
A memorandum of intent to implement this project will be signed during the First International Investment Forum “Southern Development Strategy”.
